Axelle Lemaire: “I want a charter between startups and large … – Les Echos

Axelle Lemaire (Secretary of State for Digital)

What is the reason for your trip to Las Vegas

The purpose is twofold: it is first to bring the official government support to French companies by mobilizing the national network of the French Tech. There are the 66 startups in Eureka Park, startups more confirmed as Netatmo or Withings, and major groups such as La Poste, L’Oreal and Pernod Ricard, which sometimes make the trip for the first time. Their visit is the will of Emmanuel Macron and mine to create an open innovation ecosystem where large groups and start-up working together. The Year 2 of the French Tech is to develop these relationships.

How do you go about it?

I have two goals. It is easier for start-ups access to control and finance, public and private. At the public level, the decree on innovative procurement allows you to enter the start-up in a long-term relationship with the state. For their part, large groups need to understand that it is in their interest to work commercially with start-up and invest via funds’ corporate venture. ” Within two or three months, I will meet the bosses of the CAC 40 to raise awareness of the issue. The idea would be to set up a charter to formalize a framework on how to work with startups.

What is the second objective?

Strengthen the attractiveness of France abroad. It is necessary to bring in foreign investors. I feel a real interest. France, it was the sleeping beauty, that which boiled down to the Yahoo deal! -Dailymotion Or allegedly punitive taxation. The active support of the government is now visible. I want to say to investors: do not rely on a certain Anglo-Saxon newspapers. “Come and see by yourself!”

Foreign investors fear the expense and difficulty lay. What do you say?

What the investment decision as a whole. We have introduced cost reductions, perpetuated the research tax credit, created the innovation tax credit and the status of young innovative company, which are devices still too little known abroad. Administrative procedures have been significantly simplified. Finally, the law implementing the national interprofessional agreement eased the labor market. But the reality of the start-up, but rather to hire. Retribution in free shares of the Macron law will be a great tool for competitiveness. We also have the world’s best engineers and a turnover lower than in Silicon Valley.

Your US visit serat she only devoted to CES?

I will take my business to move my files on Internet governance. In Las Vegas, I will see Daniel Sepulveda, the ambassador in charge of ICT with Obama. I hope the United States will confirm their official withdrawal from the governance of ICANN. I also discuss net neutrality. I also meet with Edith Ramirez, president of the Federal Trade Commission [the US competition authority] .We will discuss in particular the renegotiation of the Safe Harbor [Agreement between the European Commission and the United States on the protection of personal data] and I would like to know their approach to the protection of personal data collected by the connected objects.
