Parliament finally adopted the bill on … – BFMTV.COM

The Parliament finally adopted Wednesday night with a final vote of the Assembly, the controversial bill on intelligence , defended including the name of the fight terrorism by the government but that legalizes practices questionable services according to critics.

Right French spy scandal leaders by the United States, the text was voted freehand by a large majority of the deputies present, but with dissenting voices in almost every political group. The text was supported by the socialists, radical left, a large majority of Republicans and UDI while the Left Front and the majority of environmentalists had called for a vote against it.

What says Law on Intelligence

Construction last year, its development was accelerated by the Executive after the attacks that killed 17 people early January in Paris. Prevention of attacks to economic espionage, the text defines a wide range of missions of the intelligence services and the system of authorization and control of numerous espionage techniques (tapping, installation of camera or software- spy, access to connection data, etc).

Denouncing the talk about “alleged violations of public freedoms”, the Socialist rapporteur Jean-Jacques Urvoas stressed the “creation for the first time a democratic legal framework of the activities of the intelligence services” in France. “Where services felt their legitimacy outweighed all other considerations, they will now act in accordance with the opposite principle, their special prerogatives being allowed only provided they are justified and proportionate,” he -t he pleaded.

Revelations about the NSA yesterday: coincidence

Given the controversy surrounding this text, criticized by many NGOs, judges’ unions and journalists in particular, Francois Hollande announced in advance he would seize himself – is unprecedented – the Constitutional Council, following parliamentary Shuttle, to deliver the “guarantee” that this text “conforms” to the Constitution.

One particular issue has crystallized debates: the establishment, on operators’ networks, automatic analysis tools (an algorithm) to detect a “suspicious succession of connection data” a “terrorist threat”, a device called “black box” by critics who compare the practices of “general supervision” of the NSA.

In this context, the revelation of espionage President Hollande and his two predecessors, Jacques Chirac and Nicolas Sarkozy practiced for years by the NSA appeared anything but coincidental to Interior Minister Bernard Cazeneuve . “The chosen date can let fear amalgam between the practices of certain foreign services and content of the text. Such practices are by no means those of France,” he insisted.
