Thursday, July 9, 2015, a report on the situation of the High Authority for the dissemination of works and protection of rights on the Internet (HADOPI) was introduced in the Senate. Loïc Hervé and Corinne Bouchoux, authors of this text entitled “Piracy: Totem and Taboo”, offer multiple perspectives to review the functioning of this institution which has suffered from a lack of political support and drastic budget cuts
But the issue of copyright protection is more relevant than ever. The report calls particular, in the twelve proposals to be made, “to mandate the organization by the Hadopi, the planned training modules for the protection of rights on the Internet in high schools and the teaching staff Education (ESPE) “. Hadopi could also allow “develop sensitization actions in universities, colleges, governments and businesses in the context of partnerships. “
Although the beginning of the quinquennium Francois Hollande has not really been marked by strong initiatives in the fight against piracy, the issue could return to center stage. Addressed by the Prime Minister on the occasion of the Cannes Film Festival 2015, this issue has not yet been connected to the fate of Hadopi, which is facing a recurring problem of governance.
Yet for the report presented to the Senate, the Hadopi is a tool that could be utilized effectively if we redefined its missions. No idea of abolishing the institution therefore neither the melt in another structure. Priority could return to awareness missions.
It is thus recalled that in July 2013 the law of orientation and programming for the school rebuilding, it was reported that ” training in the use of digital tools and resources is provided in schools and educational institutions, including agricultural [...]. It includes an awareness of the rights and duties related to the use of the Internet and networks, including the protection of privacy and respect for intellectual property. “
In principle, it should also communicate the existence of a legal offer, which can be done in preparing the patent IT and Internet (B2i) which allows to attest the level acquired by the students in the control of multimedia tools and the Internet.
But, as part of the training of students, the rapporteurs regret that schools do make almost no appeal to HADOPI, institution that would be “yet better able to provide neutral information “ unlike others in colleges and high schools, which are either associations or societies.
Added to this is the general lack of education issued in part of B2i. Despite the spread of this patent in 2006, it still constitutes a mere attestation of competence and its scope often only covers college, high school tend to forget.
No teaching hours dedicated to B2i and no real training for teachers in the field. The operating system does not appear. Digital, as it currently operates, is not taught and already B2i appears as outdated in many respects.
To overcome the teacher training deficit in of copyright and digital culture, the authors of this report therefore propose that the Hadopi back on center stage to design a teaching module suitable for students aiming for careers in education.
This can be done through a collaboration with the portal and Eduscol Canopy network to upload digital teaching tools dedicated (tutorials, webdocs, CBOM …). But it will also provide the classroom teaching in the ESPE. He even proposed to create an awareness day to the Internet in all schools. It would thus invest Hadopi new missions in the world of Education
