Thumbnail “Crit’Air” will be mandatory in January 16, 2017 to ride to Paris – Sciences et Avenir

from the January 16, 2017, any vehicle circulating in Paris should see its thumbnail “Crit’Air”. Put in place by the government, and to the number of six, they identify the pollution level of the vehicle concerned. They range from electric vehicle car or light utility registered until 1997 or truck registered until 2001. Private cars registered before 1 January 1997, the light duty vehicles prior to October 1, 1997, the two-wheeler before June 1, 2000, “non-classified”, are closed to traffic on weekdays from 8: 00 to 20: 00, in Paris intramuros (excluding wood and device). These vehicles are depending on the city 2% of the flows and 5% of emissions. If they do not have the right to mo ve all the time, they can stayed parked. The action plan was started in July of 2015, with the ban of trucks and buses prior to October 1, 2001. It will be then declined year by year, with the ban on diesel vehicles prior to January, 2001 July 2017.

Who is affected ?

everyone, whether one lives in Paris or vienna. Paris is now a Restricted-Traffic Area (CRZ), as permitted by the law of energy transition in 2015 giving to the communes the possibility to declare CRZ. According to the City, around 600,000 vehicles run every day in Paris.

Y-a-t-il des exceptions ?

Yes, emergency vehicles, vehicles of the collection that hold a Gray Card Collection, for a period of time the vehicles supplying the paris markets. The taxis, like the others, will be subject to the measure.

Why ?

According to the Ademe (Agency of environment and mastering of energy), in the Ile-de-France, road traffic is responsible for two-thirds of the emissions of nitrogen dioxide and 55% of particulate emissions, in Paris. According to AirParif, 1.6 million in the île de france, and a Parisian on two, are exposed “to air that does not comply with the regulations”.

Where to find the thumbnail and information ?

The thumbnail, for a cost of 4.18 euros, can be obtained on the site www.certificat-air.gouv.fr. Beware of some sites opportunists such as www.crit-air.fr that offer to play the intermediate and you get the sticker for 5 times its price…

It is to be noted that the thumbnail, theoretically tamper-proof, you will be sent by mail to the address on your carte grise. It is essential, therefore, that this last is up to date if you have moved, as required by law.

To find information specific to Paris, the details are specified on http://www.paris.fr/stoppollution.

In case of offence ?

The offender will risk a fine of 68 euros for the car, 135 for heavy-duty vehicles. No fine is for the moment planned for a vehicle that would be in rule, that is to say, who would have the right to circulate, but would not tile. The State and the City rely on the “weariness” of the motorist constantly arrested for that it gets its thumbnail. The controls will be “visual” but automated systems such as automatic reading of the plates are in the study.

In case of pollution peaks ?

These thumbnails will accommodate the traffic in case of pollution peaks, by replacing the alternating circulation. Traffic will not be allowed, depending on the magnitude of the peak, only to certain categories of vignettes and vehicles.

The rewards ?

the website of The ministry promises the recipients of vehicles are low emissions to take advantage of “conditions of parking in favour” and “traffic conditions, privileged. The City of Paris offers aid to the Parisians, who want to abandon their car now forbidden to traffic, without buying new for five years (400 euros for a package of partial Navigo and an annual subscription to Vélib’ or the purchase of an electric bike.) For small entrepreneurs in paris and Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne, a help that can go up to 9,000 euros for the purchase of an electric vehicle or CNG (natural gas). The City is also mobilizing for the number of places park and ride facilities at the stations should be increased, considering dedicated lanes or discount parking rates for vehicles with more equity.
