Intelligence Act: “The threat is terrorists … – The Obs

On the one hand, demonstrators wear placards denouncing “mass surveillance.” On the other, members of a forty listen studiously Prime Minister Manuel Valls. This Monday, April 13, at the National Assembly, the bill on intelligence is on everyone’s lips.

Outside, the text is criticized by several organizations (Amnesty International, the union of the judiciary, the union lawyers, the League of Human Rights, the Quadrature du Net …), compiled by the Observatory of digital freedoms. The few hundred people gathered in heart denounced “a dangerous and intrusive law.”

All authority has been given to the administrative authority and the prime minister, “criticizes the Green MP and former Minister Cécile Duflot . “This is a bill that goes to the very meaning of the constitution.”

“We are now on the right side of democracy,” added the microphone Jérémie Zimmermann, co-founder of La Quadrature du Net. “Our Courage is the same as that of [Julian] Assange and [Chelsea] Manning,” he pleads with reference to whistleblowers.

National Union

A few hours later, inside the chamber, Manuel Valls opens the ball speeches in favor of the bill. The Prime Minister stressed the urgency of ” face a threat [terrorist] global “, the latest example is the hacking TV5 Monde.

The intelligence services should have the legal means and additional technical,” he argues . “We need innovation in the methods to fight against the jihadists who have fully integrated the digital revolution.”

Point by point, the head of government emphasized the need for this text to the fight against terrorism ( although the law will apply to all intelligence activities, not just anti-terrorism). Finally, it displays its “desire to garner broad support” from Parliament in the adoption of the bill.

Rapporteurs various committees, representatives of different political parties … they all say bluntly vote the text. It is a wave of “national union” that encompasses the Assembly. Only a few routine pikes addressed by the UMP Eric Ciotti and Bruno Le Maire are reacting studious support

PS. – UMP same speech

When asked by “Obs” Bruno Le Roux, leader of the Socialist deputies, has a full support to the bill: “This text is necessary and useful technology has evolved, the risk has changed, it is much more diffuse tools must be provided.. and controlled to fight against this new threat. ” A speech that repeats almost word for word a few minutes later the UMP Eric Ciotti:

Today, radicalization takes place on the Internet and prepare attacks on the internet. We need new devices, more intrusive perhaps, but with guarantees for the protection of fundamental freedoms, to fight against this threat [of terrorism]. I will vote this bill which contains useful provisions, although I consider it incomplete, “he says to the” Obs “.

If the approval of the bill is virtually unanimous, however the criticism comes against associations denounce, but also against the press. Manuel Valls was placed leader taunts hurled against “all the cartoons that can heard. “” ‘A dangerous law?’, how can we evoke such against-truth? “, he says in reference to a” World “in front of him in the Chamber.

This law in no way infringes on freedom of opinion and expression, “he said.

And when Eric Ciotti calls out during the meeting, Manuel Valls deliver one layer “Do not just read the newspapers [...] There are fears this is normal, but there are some shortcuts that fall within the absurd fantasy..”

In the corridors of the Assembly The Prime Minister is seen, on this point, supported by the same … Eric Ciotti. “I can understand the concern, but now the threat is Islamist terrorists, not the text,” he says to the “Obs”.

We are in a democracy, we must stop at frightening Big Brother “

” The French want more security. “

Bruno Le Roux wants to reassure those worried:” You do have nothing to fear of the intelligence services, you are not interested in them. “For the Socialist deputy, these concerns associations do not reflect the views of the people.” Two-thirds of French people support the bill, and even want go further. It is our job as elected to meet their demand for security but remember that it does not occur at the expense of protecting individual freedoms, “he said.

Ipsos poll for “the World” says that 71% of French people support a “widespread wiretapping without the prior consent of a magistrate” A second CSA poll for Atlantico drives the point home. 63% of the French say they for a greater limitation of individual freedoms in the fight against terrorism.

The French want more security, because security is the first freedom, “Eric Ciotti slice.

The review of the intelligence bill is to last until April 16. A total of 172 amendments were tabled in committee of the laws. The final vote of the text is to be held on 5 May in the Assembly. It will then pass the Senate, where a single reading is also provided as part of the accelerated procedure.

The bill on intelligence would, unsurprisingly, be widely adopted by the Parliamentarians. On this point, Eric Ciotti concludes ironically:

A right-wing government would be much more difficult to do exactly the same measures go … “
