A charter to deprive illegal ad sites in France – Le Figaro

Fleur Pellerin has signed a “charter of good practice in advertising for the respect of copyright.”

France attack portfolio piracy sites. The Minister of Culture, Flower Pellerin, has met on Monday representatives of beneficiaries, advertising agencies and advertisers on the Internet for the signing of a “charter of good practice in advertising for the respect of copyright.” The text aims to discourage brands and advertisers to advertise on intermediate sites that massively violate the copyright.

The charter works on the principle of self-regulation. Advertisers, they pass through platforms purchase of advertising auction, do not always have control over the sites where they broadcast their messages. They can end up indirectly finance piracy. From now on, assigns, brands and governed feed blacklists of sites they consider illegal and that it will be advisable to announce. A monitoring committee will be responsible for ensuring the relevance of those lists and alert the players who do not cooperate enough.

With this charter, the Ministry of Culture wants to drain the financial resources of pirate sites discourage them from offering content to French Internet users. These sites, even when they are abroad, earn money in France because they broadcast content and advertisements tailored for these users. There is no estimate of the revenue generated by advertising on pirate sites. During a trial against the site eMule Paradise, investigators determined that its founder had accumulated 418,000 euros in revenues through advertising.

Cleaning should take three to six months. The ministry is expected to remain a “black market specialized authorities” who will always offer advertisements for online gambling or pornography.

The new anti-piracy weapon was recommended by Mireille Imbert- Quaretta, Chair of the Committee to protect the rights of Internet Piracy, in a report submitted to the Ministry of Culture in May 2014. The measure has the advantage of not target users, to more consensus in the industry advertising and be fairly simple to implement. The fight against illegal sites previously required to go through legal action to get their blocking or filtering from France, as was the case with The Pirate Bay.
